Upload from FLO/HEN/DOT

Emergency log import — Upload CSV files downloaded from FLO/HEN units or DOT pagers when direct sync to Supabase wasn't available (no garage WiFi, dead-zone field day, expired credentials, unprovisioned unit).

FLO/HEN files match trucks by SSID in the filename. DOT files (filenames starting with DOT-) import directly to app_markers. Duplicate records are automatically skipped.
